 After clearly removing his pen after the 5 Spades bid he said "oops" I did not mean to bid 5 Spades and called the Director claiming Inadvertency. East claimed he wanted to bid 5 hearts not 5 spades. What should director rule?

East has 16 points, three hearts and five spades. West has one ace.
