Before South passed, East was asked "what's 3S?" East replied "Intermediate jump overcall"
Before the opening lead, West advised South that they had been given misinfornation, 3H was ra ubbish call, no agreement.
Director was called, "call me back if you think you've been damaged".
At the end of the hand South said, I think I've been damaged, I would have bid 4S or X
West replied, I would have bid 5H over 4S
Director is called - how do you rule?

"Intermediate jump overcall" is never adequate, they should give a point range.
After the director was called before the opening lead was faced, with correct information, South can change their final Pass.
Director error not to allow this. OK, West may also bid on.
After play, we could still adjust the score. Maybe we have to poll players with South's situation, and West's.
We're looking at giving a weighted adjusted score for possible outcomes.

Giles is absolutely right but I doubt if there was any damage to NS
Bidding 4S loses by turning +200 into -50 (unless West rescues with a crazy 5H bid)
Doubling 4H gains of course but I think he knows enough about his own sides hands to double regardless of how strong he thinks West is

Actually sorry, it's North that makes the final pass isn't it ?
So North passed, lead face down, and then West spoke up ? This is correct procedure (IF this is the EW agreement). Law 20F5b
The TD will allow the face-down lead to be withdrawn. North can change their final Pass, but we can't wind it back further to South's pass. The auction may continue ...
And read all of Law 75 :)
After the hand is completed South can call the Director back and argue that they would not have passed over 4H if they had known 3H was possibly so weak. 4S doesn't gain, and does South have a pure penalty double of 4H ? Would N bid 4S ? You might have to poll some players.
It helps to put the compass directions at the top, and to have West to the left of East :)

Thanks Giles, I'm not used to posting hands here, apologies for the confusion.
One last clarification, do the comments at the end of the hand, before the Director was called, have any bearing on the ruling?

These statements are "self-serving". We can't really take them into account other than as a reason for being damaged. What we would do is poll some players of the same standard, using the same system, with the correct information. If enough polled players would choose the call then we could include it in a weighted adjusted score.
